To remove certain limitations and expand provisions which allow a school employee to purchase additional pension benefit credits for time spent on maternity or paternity leave, and, by using a formula which bases the cost calculation on the age of the person when first employed by a public school rather than their current age, allow the purchase at a price below the actual cost.
