To authorize a property tax “check off” for taxpayers who wish to voluntarily contribute to a local school district an amount greater than what they are taxed. The contribution could be used by the school for operating expenses. Under Proposal A, all school operating expenses must be paid from the state foundation grant to schools, not local property taxes.
