Republican health insurance subsidy proposal

To establish system of health insurance subsidies for uninsured individuals with incomes less than 300 percent of the poverty line, for state-approved health coverage policies. Those under 200 percent of the poverty like would only have to pay only the minimal copayments required for Medicaid. An individual could not be excluded for a prior condition. The cost of these subsidies would be paid by levying a surcharge on health insurance policies purchased by unsubsidized individuals, or their employers.
