Allow community college health insurance pools

To allow community colleges to create regional employee health insurance purchasing pools with other districts and schools, allowing them to self-insure (not go through insurance companies). This would be made practical by Senate Bill 896, which would limit the pools' liability by shifting catastrophic claims to the state. Technically schools can create such pools now with state approval, but reportedly that approval is difficult to get and slow in coming.
