Extend certain state prison policies to private prison

To extend to a private prison that contracts with a federal agency to hold inmates in Michigan the same penalties for trespassing that apply to state-run prisons. The bill comes after activists who oppose prison privatization have been caught tossing potentially dangerous contraband over the fence to prisoners.
