To revise sanctions for tampering with a water utility line in order to avoid water being shut off for not paying bills. The bill would replace criminal sanctions for a violator who claims he or she couldn’t afford to pay, with civil penalties that could include 100 hours of “community service” for a first offense a $500 fine for a second offense, plus a criminal misdemeanor charge for a third violation.
