Extend court fee for 10 years

To extend for another 10 years the termination date on a requirement that court clerks must collect an electronic filing system fee in addition to a fee authorized or required by law for filing a civil action. Under current law clerks began collecting the fee in 2016 and are supposed to stop collecting it in 2021. The fees were intended to pay for setting up an electronic court filing system (rather than the previous paper-based system), and end when that has been done.
