Expand energy-related purchase/debt scheme for schools

To expand a scheme authorized by a <a href=" http://www.michiganvotes.org/2017-HB-4080">a 2017 law</a> that lets school districts contract with vendors for energy efficiency projects, and pay for these with money the projects are supposed to save (or from regular tax revenue if savings don’t appear). The bill would add vehicles, solar energy projects, water conservation devices, lighting, insulation and other unspecified energy saving “infrastructure” to the items that can be acquired under this debt scheme.
