Ban local planning and zoning board conflict of interest

To prohibit members of local planning commissions and zoning boards of appeals from voting on financial issues or contracts when they have a conflict of interest. After the bill was introduced the sponsor offered a substitute now pending in the Energy Committee (that he chairs) that would make it a four year felony for local officials to vote on a matter from which they or their family would directly benefit monetarily, such as a wind turbine tower lease agreement.
