Require state pay cost of care for juveniles prosecuted as adults

To require the state to pick up all of the (higher) juvenile justice system costs incurred by counties in prosecuting a 17 year old as an adult, including foster care costs. This is one of several bills in a broader "raise the age" juvenile justice reform effort that would no longer automatically treat minors who commit certain crimes as adults.
