Create limited exception to Tesla sales ban

To allow Tesla to sell cars directly to a Michigan resident who does not live within 10 miles of a new car dealership that sells other brands. Current Michigan law prohibits car makers from selling directly to consumers, and imposes a protectionist regulatory regime in which the state enforces exclusive new car dealer “territories”.
