Mandate mass transit-friendly transportation project priorities

To require the Department of Transportation to establish “performance measures” for transportation infrastructure projects that include among other things “support of multimodal transportation choices,” “reduction of carbon emissions” and “maximization of the social equity benefits” as measured by an index created by a Chicago-based nonprofit that promotes mass transit and “reducing greenhouse gas emissions”.
