2013 House Bill 5126: Earmark some fees to school security measures

To create a segregated state fund to receive the criminal penalty surcharges proposed by House Bill 5127, and require the Department of Education to distribute the money to school districts for a variety of specified security-related purposes, including school metal detectors, guards, bullet-proof windows, security audits and more.   Official Text and Analysis.
