To prohibit public school employee unions from bargaining over staffing decisions, including assignments, promotions, demotions, transfers, layoffs, methods for assessing “effectiveness,” discipline and merit pay systems. To simplify a provision prohibiting bargaining over how teacher performance is used to determine any merit pay policies, by stripping out additional language potentially limiting the prohibition to how this affects "the bargaining unit".
