2011 House Bill 4628: Ban school unions bargaining over staffing decisions

To prohibit public school employee unions from bargaining over staffing decisions, including assignments, promotions, demotions, transfers, layoffs, methods for assessing “effectiveness,” discipline and merit pay systems.
