Maintain Detroit school administrators union ban

To revise language in the law that gives authority to the Detroit school district to prohibit administrators from establishing a union, so that it still applies to Detroit even though its school district no longer qualifies as a “school district of the first class,” a statutory device to prohibit an expansion of charter schools in the city.
