Set aside money for very large state subsidies

To corporations and developers to require that certain streams of tax revenue that have been targeted to pay for selective state subsidies granted to favored developers and corporations must be directed to a “strategic outreach and attraction reserve fund” created to pay for the very large subsidies granted to General Motors and potentially other favored corporations and developers under a <a href=" https://www.michiganvotes.org/2021-SB-769">a 2021 law</a>.
