Repeal ban on schools giving pay or benefit increases if union contract expired

To repeal a <a href="http://www.michiganvotes.org/2011-HB-4152">2011 law</a> that prohibited school districts from giving any seniority-based automatic pay hikes for individual employees (“step increases”) or medical insurance benefit increases if their government employee union contract has expired and no replacement has been negotiated, and prohibit making the wages and benefits under a new contract retroactive to the expiration date of the old one.
