Ban public school sex ed classes before fourth grade

To prohibit public schools from delivering the sex-education instruction prescribed by state law until fourth grade. Also, to establish that if a student has “questions or comments concerning items covered in a program of instruction in reproductive health” as prescribed by state law, the school district “may send materials from the program to the pupil's parent or legal guardian”.
