Expand municipal subsidies for home renewable energy systems and more

To revise and expand a 2010 law that permits local governments to borrow money and lend it to a property owner for “energy efficiency” and other specified improvements, while also levying a special assessment (property tax) on the property from which the government debt is repaid. This bill would expand these homeowner debt subsidies to a broad range of projects and improvements said to be related to energy, environmental hazard, and water use.
