Authorize more state developer subsidies

To authorize another state government subsidy program that would give $25 million annually in state income tax exemptions to developers and others for projects said to produce “outcomes that assist a distressed area or the low-income population in a neighborhood, community, or commercial corridor.” The tax exemptions could be used to cancel a developer’s income tax liabilities for up to five years into the future.
