Criminalize failing a “duty to assist”

To establish a “duty to assist” in state law, meaning an individual is required to assist other individuals who are exposed to physical harm to the extent this does not put the person assisting in peril, subject to 90 days in jail for failing to act. Also, to impose a “duty to care” on police, meaning they must act to stop another law enforcement officer from using excessive force.
