Empower environmental regulators

To close businesses for air quality to require state environmental regulators to make and publicize forecasts of current air quality at least 24 hours in advance, and if certain air quality measures exceed specified levels, declare “action days” and "winter thermal inversion action days" on which some people should stay inside and some businesses may have to close restrict operations (see Senate Bill 773).
