Revise hazardous substance cleanup cost recovery detail

To establish that in seeking damages or recovery of costs related to cleaning up a hazardous substance that was not regulated as such before July 1, 1994, legal action must be commenced within six years after physical on-site remedial actions are selected or approved by state regulators.
