To create a state mental health “crisis and access” hotline that would have to meet specified requirements and “actively collaborate with mental health and substance use disorder treatment providers,” and require the state to pay for the responses of “crisis stabilization units” the bill would also authorize. House Bill 5353 would authorize phone bill "surcharges" to pay for this.
