Let non-industry appointee vote on state debt subsidies to housing developers

To give the representative “resident” appointed to the board of a "Michigan State Housing Development Authority” a vote on proposals to grant one of the authority’s indirect loan subsidies to a residential developer, as long as the "resident" does not benefit personally from the transaction.
