Create auto insurance reform medical cost control exceptions

To revise the 2019 law that reformed the state’s No Fault Auto Insurance coverage mandates in part by capping the rates that medical service providers can charge to treat crash victims. The bill would create exceptions to the caps by allowing some rehabilitation clinics to charge and collect more from auto insurers in some circumstances.
