Expand remote driver license testing

To empower the Secretary of State to appoint “duly authorized representatives” as examining officers for the purpose of examining applicants for drivers licenses (meaning administering a written test, vision test and road signs test). Current law specifies this may be done by law enforcement personnel and appointees, and by Secretary of State employees. This is said to facilitate remote license renewals.
