Give pension credits to teachers who didn't work but got paid anyway

To establish that in the 2020-21 fiscal year, school employees who did not work but still collected their pay will accumulate additional pension benefit credits as if they had actually been on the job for “unworked hours incurred in conjunction with” coronavirus lockdowns imposed by the government or by teachers unions.
