Create police “surveillance technology oversight board”

To create a state “surveillance technology oversight board,” and require police agencies to report to it what surveillance technology they possess, the type and frequency of its use, the cost, whether it has led to criminal charges and convictions, and more. The board would be required to produce an annual report on this.
