To authorize a system by which the state would cover the cost to counties to of them "tiding over" local governments that delay turning over 2020 summer tax collections due to the proposal in House Bill 5761, which would allow property owners who "experienced economic hardship as a result of the COVID-19 pandemic" and lockdown delay paying the tax until June 2021.
