Repeal licensure mandate on barbers

To repeal the occupational licensure mandate imposed on barbers. This prohibits an individual from earning a living in this trade unless he or she takes 1,800 hours of instruction at a “licensed barber college.” License provisions would still apply to the colleges, whose courses would presumably become voluntary instead of effectively mandated.
