Revise state hospital rationing detail (“certificate of need”)

To exempt certain small hospitals deemed “critical care” facilities (due to their more remote location) from some of the medical facility rationing mandates imposed by a state “Certificate of Need (CON)” commission. “Critical care” hospitals are ones that have no more than 25 beds and are at least 35 miles from another hospital.
