Authorize additional spending in FY 2019-20 state budget

To appropriate $8.7 million for “payment in lieu of property taxes” (PILTs) to local governments with many state facilities in their jurisdiction, which don’t pay property tax but do use local services. This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending.
