Make state liable for local debt authorized by emergency manager

To require the state to reimburse a financially mismanaged local government that is placed in receivership under a state-appointed emergency manager for any additional debt or liability incurred after the appointment. A municipal government could appeal an emergency manager’s decisions to the governor if they are judged to “potentially create a hazard to the public health, safety, or welfare of the residents”.
