Facilitate wrongful imprisonment compensation

To revise a <a href="https://www.michiganvotes.org/2015-SB-291">2016 law</a> that authorizes payment by the state of civil damages to a person wrongfully imprisoned for a crime he or she did not commit, by extending the deadline for filing a claim so that it accommodates the proposal in House Bill 5117 to exempt these claims from certain Court of Claims notification requirements and statute of limitations restrictions.
