Restrict setting auto insurance rates by "territory"

To prohibit auto insurance companies from setting prices on the basis of the zip code or “territory” in which a person lives. Note: Public Act 21 of 2019, a comprehensive auto insurance reform measure, bans insurers from using zip codes as a pricing factor but permits the use of “territory”.
