Ban debarking dogs

To prohibit performing a “devocalization” procedure on an animal, such as debarking a dog, except for therapeutic reasons related to the dog’s health (versus an owners convenience). Vets would have to file a statement with state authorities every time they perform the procedure giving the owner’s name and an explanation.
