2019 House Bill 4351: Pre-trial bail reform package

To revise the criteria and procedures for releasing criminal defendants on bail. The bill would establish that courts must release a defendant on his or her personal recognizance unless a preponderance of the evidence suggests the defendant would pose an undue danger to the community or would willfully fail to appear in court as required.   Official Text and Analysis.
