To increase the penalties for illegal garbage dumping. The bill would make illegally dumping up to 5 cubic yards of material a misdemeanor punishable by up to a year in prison and a fine of up to $2,500. Subsequent violations would be subject to a $7,500 fine and up to five years in prison.
