To extend to children who turn age five before Sept. 1 the law makes school attendance compulsory for children age 6 and older. This would have the effect of making kindergarten attendance compulsory, subject to the same exemptions that apply to private schools and homeschooling. The bill would also require school districts to provide kindergarten (for which they also get per-pupil state grants). Official Text and Analysis.
