Raise minimum marriage age from 16 to 18

To establish that a marriage with an individual less than age 18 is void if entered into after the end of 2019. This is part of a package comprised of House Bills 4003 to 4005 to raise the minimum marriage age. Under current law, a 16 or 17 year old can marry with parental consent.
