To create a new layer of government called a “stormwater management utility” for the purpose of building and operating stormwater management systems, and with the power to levy “stormwater utility fees” on property owners based on various factors including the amount of the property that is “impervious” (impermeable) to water, sometimes called a “rain tax”.
