2018 Senate Bill 756: Authorize new layer of government and rain tax to manage runoff

To create a new layer of government called a “stormwater management utility” for the purpose of building and operating stormwater management systems, and with the power to levy “stormwater utility fees” on property owners based on various factors including the amount of the property that is “impervious” (impermeable) to water, sometimes called a “rain tax”.   Official Text and Analysis.
