Exempt private aircraft owners from use tax on parts

To exempt owners of private general aviation aircraft from having to pay use tax on parts. This expands an existing exemption that benefits commercial aircraft owners, so that it applies to all aircraft owners. Fiscal agency projections indicate this and House Bill 6549 will save aircraft owners $4 million annually, and reduce state revenue by the same amount.
