2018 House Bill 5865: Authorize rules for electric “microgrids”

To require the Public Service Commission to authorize and establish statewide interconnection standards for “microgrids.” This is a small group of electricity users with their own generation source connected to the main electric grid through a single interconnection, but also capable of providing power to users if that connection is disrupted (“island mode”). The bill would require the PSC to submit a report on the concept and convene an advisory panel consisting of individuals representing various interests specified in the bill (including unions, environmentalist organizations, utilities, local governments, consumers, etc.).   Official Text and Analysis.
