2017 Senate Bill 465: Revise some professional service lien details

To allow architects, engineers and surveyors ("design professionals") to have a lien on a project using their work. These professionals could obtain a lien by recording a notice that they have entered into professional services contract for a project, which would apply before an actual physical improvement having been made yet on the property.   Official Text and Analysis.
