Require long gun buyer background checks

To require purchasers of long guns to undergo an “instant” federal background check, which is currently required if the seller is a federal firearms licensee (dealer) but does not apply to transactions between private individuals. Under current state law pistol purchases are already subject to either this requirement or a pistol purchase license regime.
