To freeze enrollment in the state Medicaid expansion authorized by the 2010 federal health care law (Obamacare) and a 2013 Michigan law, which entitled able-bodied childless adults below a certain income level to in most cases enroll in what is essentially HMO-like coverage provided by a hospital network at taxpayer expense. The bill would allow those who are currently collecting this entitlement to continue to do so (pending changes in federal law), but allow no new enrollments (or re-enrollments if someone drops out).
