Clarify animal adoption background check detail

To clarify that a mandate on animal shelters imposed by a <a href="http://www.michiganvotes.org/2015-HB-4353">2016 law</a> to check a government criminal records database before letting person adopt an animal applies to any vertebrate other than a human being. Under the bill other animal shelter regulations would apply to a narrower class of animals, defined as any mammal except livestock and rodents.
