Reinforce requirement to use cost-effective pavement technique

To revise language and procedures specified in a <a href="http://www.michiganvotes.org/2006-HB-4087">2008 law</a> requiring the Department of Transportation to determine the most cost effective pavement types to use in Michigan. Among other revisions the bill makes more explicit a requirement that the Department consider the life-cycle cost of a road project when awarding contracts, instead of just the initial cost. The bill would also permit more pavement construction and material demonstration projects.
