To serve beer and wine to permit some retailers with a license to sell beer and wine for take-out to also provide an outdoor area on the property where customers could be served a glass of beer or wine, subject to a variety of conditions and restrictions, and only if the licensee brings state regulators notes from the local government and local police giving permission.
